FOR THE SALES TAX EXEMPT

As a construction company building a battery plant for one factory, we are the general contractor (GC). Since this is a manufacturing project,  considers the construction of the plant to be exempt from sales tax. We believe that, as a construction company, the goods, services, and leased equipment we procure should also be tax-exempt. We currently have several questions:

1、When we purchase construction materials for the GNEM battery plant project, which form should we use? E-595E or 589CI?

2、The tools we purchase, such as drills, pliers, screwdrivers, wrenches, welding machines, etc., used in constructing the battery plant—are these tools tax-exempt? Should we use Forms E-595E or 589CI?

3、Regarding equipment rental for this project, such as forklifts, aerial work platforms, and generators, do these fall within the tax-exempt category? Which form, E-595E or 589CI, should we use?

4、For our subcontractors working on the project, should they use Forms E-595E or 589CI?

Additionally, when our subcontractors issue invoices to us, should they itemize services and materials separately? For example, if they invoice us for an epoxy resin floor, should they simply state "epoxy resin floor installation" with the total amount, or should they itemize the costs for materials and labor separately?
